Introduction
This Special Collection from the 16th International Conference of the Integrated Disaster Risk Management (IDRiM 2026) focuses on evidence related to institutionalising and sustaining multi-hazard risk governance in a changing climate — with attention to challenges and opportunities across both the Global North and Global South.
Key provocative questions motivating this Special Issue include:
Why are some communities able to sustain long-term investment in risk reduction, while others struggle to maintain momentum?
Should we reconsider the current emphasis on multi-hazard early warning systems, given that many countries and societies face difficulties sustaining even single-hazard early warning capacities?
How can experiences from governing single-hazard risks inform more robust multi-hazard governance?
The editors particularly welcome long-term evidence and practical lessons from efforts to govern single-hazard risks — through early warning systems, emergency preparedness, land-use planning, and building codes — as well as insights into how these experiences can inform more robust multi-hazard governance.
Scope & Significance
This Special Issue sits at the intersection of disaster risk reduction, urban governance, and climate change adaptation — addressing one of the most pressing challenges of our time: how to institutionalize and sustain effective multi-hazard risk governance in rapidly changing urban environments across diverse political, institutional, and socioeconomic contexts.
Contributions are encouraged that engage with insightful and provocative questions — drawing on empirical evidence, case studies, comparative analyses, and policy-oriented research from urban contexts in both the Global North and Global South.
